Application of the LUISA Modelling Platform to Cohesion and Investment Policies (LUISA)

Project description: LUISA is a modelling platform developed by the EC-JRC to support territorial impact assessment of policies which have direct or indirect spatial implications, such as regional policy, transport, environment, energy. It is a pillar of the pilot Knowledge Centre for Territorial Policies and interacts with the Demography and Migration and with the Competence Centre on Modelling. LUISA allows investigating and understanding territorial dynamics in particular related to: demographic change, population distribution and migrations, Economic performances and land-use changes, Access to services, Infrastructures for housing, transport, energy and other services, environmental performances or urban growth. 

Roles & Responsibilities in the project: as Scientific officer and Researcher 

  • Applications of the LUISA platform for the evaluation of the achievement of targets foreseen in the EU Resource Efficiency Roadmap. The output data will be made available through the JRC Open Data Catalogue.
  • Environmental Impact Assessment for the 2030 Climate and Energy policy. Application of the LUISA platform for the new energy targets, according to a reference scenario prepared by DGs ENER, CLIMA in colaboration with the JRC. 
  • Enhanced LUISA as instrument for evaluation of growth and territorial cohesion: Improvement of the modelling interface in LUISA: updates of linkages with macro-economic and sector-specific models for the Implementation of the Baseline Scenario. Development and projection of thematic indicators related to agriculture and rural development. 
  • Modelling, development and assessment of an EU risk map of agricultural land abandonment at high spatial resolution for assessing the environmental impacts and the effect on rural areas. 
  • Assessing the impacts of pressures on land quality and availability covering EU and global scales. This work will provide the necessary definitions for the modelling and scenario development for the Land Communication and its Impact Assessment. 
  • Crop suitability maps of AGRI4CAST will be incorporated in LUISA. Land use change scenarios generated by LUISA will be fed back to the BioMA-based crop model that quantifies changing crop yields. These yields will feed into CAPRI to produce subsequent changes in prices of agricultural commodities and farm income.
